Sage Crest Subdivision – 120 Acres/240 Residential Lots*

Mr. Macfarlane was commissioned to guide the concept planning, complete the preliminary design and obtain the entitlements for the Sage Crest project. The vision for Sage Crest was a community with walking trails and more than ten percent open space connecting to the Bonneville Shoreline Trail. The project was unique in scope and quality, with 224 residential lots, over 12-acres of open space, walking/biking trails and the desire to provide premium vista lots to families.

The Sage Crest project commenced during a time of great opposition by many residents of Providence. Mr. Macfarlane worked with Providence City, the developer, and the citizens of Providence to create a concept and preliminary plat that received entitlement and preliminary plat approval for the 224 lot project in a nine-month time period. The Sage Crest Subdivision development is currently on hold due to the current conditions of the local real estate market.

Mr. Macfarlane created a preliminary engineering report and construction documents for a new Veterinary Science Building at Utah State University, which would be located on the South Farm project located in Cache County near Highway 89/91. The Veterinary Science Building would require a sewer system, pressurized water source, increased fire protection capability, improved Utah Department of Transportation (UDOT) access, and a hydraulic study of the on-site canal.

Mr. Macfarlane’s report determined the best solution for water and sewer services. His plan included two miles of 10-inch water line, a 6-inch pressure sewer system, and a sewer lift station connecting to the Nibley City infrastructure. His plan included Utah Department of Transportation access and new roadways for access to the Veterinary Science building.

The site experienced heavy flooding in the spring from an on-site canal. A site analysis was performed and a site water management plan was created to contain the floodwaters and to properly drain the South Farm site. Mr. Macfarlane managed the contract administration of the utility, site grading, and site water management portions of the project.

Black Bear Resort – Master Planning and Design*

Black Bear Resort is a master planned community located in Bear Lake County, Idaho. Mr. Macfarlane was asked to develop a master plan for the water and sewer system for this resort with a projected population of 10,000 people. The resort encompasses approximately 4,000 acres with more than 3,000 planned residential units. Mr. Macfarlane’s master plan had to accommodate for year round amenities including a Tom Weiskopf golf course, biking trails, ATV trails, equestrian facilities, skiing, hiking and other amenities.

Mr. Macfarlane coordinated his efforts with the Idaho Department of Environmental Quality (DEQ) to create a system that met both the State’s standards and the needs of the resort. Mr. Macfarlane’s master plan included a water and sewer system including 2.0 million gallons of water storage, 3 wells and pumping stations, miles of water line ranging from 8-inches to 18-inches, miles of sewer lines, sewer lift stations, and a central wastewater treatment facility. Working in conjunction with Lance Anderson of Cache Landmark and PACE Water Engineering Mr. Macfarlane‘s finalized water and sewer master plan received approval from the Idaho DEQ in late 2008.
